Reasonable, but...

There is a way to log all system calls (something called polmon) and, from that, determine what needs specific permissions. When you do a drag/drop, this logging system traps nothing.

I'm guessing there is, in fact, some dll that is used for drag/drop and it does need specific permissions. We just can't figure out what file.
